Article I: NAME
The name of this organization shall be the Russian Cultural Association of
Barnard College (hereafter referred to as the Russian Club or RCA).
Article II: PURPOSE
- Section 1.
To facilitate communication between students, administration and faculty on
subjects pertaining to Russia and/or the former Soviet Union.
- Section 2.
To organize and sponsor activities on and off campus that promote awareness
of topics on Russia and/or the former Soviet Union.
- Section 3.
To encourage students to learn more about Russian and/or Soviet culture, traditions,
etc.
- Section 4.
To provide a support group for international students, especially those from
Russia.
Article III: MEMBERSHIP
- All students who are registered at Barnard College and have paid the student
activities fee are members of the Russian Club and are entitled to attend
all open meetings, vote on issues, and participate in all events sponsored
by the Russian Club. Persons not enrolled at Barnard College are also encouraged
to participate.
Article IV: FINANCE
- All approved activities of the Russian Club shall be financed by the Budget
of the Russian club, or by co-sponsors.
Article V: OFFICERS
- Section 1.
The following Russian Club officers shall be elected by the members of the
Russian Club:
- Clause 1. A President
- Clause 2. A Vice President
- Clause 3. A Treasurer
- Clause 4. A Secretary
- Section 2.
Additional officers may be appointed by the Executive Board as needed.
- Section 3.
All officers shall be elected by a majority of the votes cast by Russian Club
members, present on the specified Election Day.
- Section 4.
The terms of all Executive Board officers are limited to one year, at which
time they shall be eligible for re-election if they meet the eligibility requirements.
- Section 5.
Only students enrolled at Barnard College may be elected President,
and only those enrolled at Columbia University may be elected to the Executive
Board.
- Section 6.
The duties of all Executive Board members and other officers shall be decided
by the members of the Board.
- Section 7.
All candidates must be in good academic standing as determined by the Dean
of Studies at the time of their election and, if elected, must remain as such
during their term.
- Section 8.
Officers may be part of any class at Barnard College or Columbia University
Article VI: THE EXECUTIVE BOARD
- Section 1.
The purpose of the executive Board of the Russian Club shall be:
- Clause 1. To administer and oversee the activities of the Russian Club.
- Clause 2. To act as official spokesperson for the members of the Russian
Club in dealing with faculty, administration, the SGA, and other colleges.
- Clause 3. To voice the opinions of the Russian Club and act as liaison
between the students and the administration, and the students and the
faculty.
- Clause 4. To ensure the success as all planned activities.
- Clause 5. To draft a yearly proposed budget.
- Clause 6. To ensure the growth of Russian Club membership.
- Section 2.
The powers of the Executive Board shall be:
- Clause 1. To propose ad hoc meetings for the purpose of planning and
organizing activities.
- Clause 2. To appoint committees to carry out planned activities
Article VII: IMPEACHMENT
- Section 1.
All elected or appointed officials shall be brought up on impeachment charges
for either:
- Clause 1. Not fulfilling their duties.
- Clause 2. Missing many meetings during the year without a proper excuse
or arrangements.
- Section 2.
Any members of the Russian Club may bring charges against an elected or appointed
official at any time.
Article VIII: VACANCIES
Any vacancies shall be filled by eligible students, as appointed by the remaining
Executive Board members.
Article IX: THE POWERS OF THE CONSTITUTION
This constitution shall be considered the only one of the Russian Cultural
Association of Barnard College.
